Recreation Advisory Committee

Meeting of June 12, 2008

 

 

In Attendance: Fred Benjamin, Gary Bluestein, Mitch Blaustein, Gail Bouton, Mike Ginsberg,  Mike Goldstein, Neil Grossman, Steve Lesco,  Ben Puritz, Rick Schantz.   Staff Present:  Brett MacGowan,  Melissa Lothrop. 

           

Meeting was called to order by Mike Ginsberg @ 7PM.

 

            A motion  was made by Steve Lesco to accept the minutes of June 12th.  Motion seconded by Gary Bluestein..  Minutes approved unanimously.

 

            Agenda

Assistant  Director’s Report Melissa Lothrop

Sailing program was moved from Memorial Beach to Community Beach.  Cost of the move was $325 to move storage container.  As a result of the move, the sailing instructor resigned.  He disagreed with the process of how the program was moved.  Ryan Werten, the assistant sailing instructor has been promoted to  sailing instructor.  There was also discussion regarding the possibility of installing a temporary fence between swimming area of beach and sailboats.

 

The waterfront supervisor resigned as a result in finding a permanent position in his field.  Sarah Solomon, assistant waterfront supervisor was promoted to waterfront supervisor.  Waterfront personnel will go thru a 3 day orientation from Wednesday, June18th thru Friday, June 20th.

 

There was a discussion regarding the opportunity to re-configure the fencing around Memorial Beach as installation has yet to be installed.

 

Rec Advisory thanked Melissa for being the Interim Director.

 

Lake property open space  sub committee – Gary Bluestein

Gary presented a map to the committee indicating which property is owned by Town and area that is privately owned.  There was a discussion on the many options that the sailing program could be located in future years,. Committee wants the Selectmen and DPW to look at various options after more research and  to look at options  with an open mind.

 

Signage needs to be posted in area where sailboats were located on Memorial Beach – “boating only”

 

A motion was made by Gary Bluestein – “To create next to boat ramp fenced area  to be designated as non-swimming and for the use of launching and landing of boats”  Motion seconded by Steve Lesco.  .  A sign needs to be installed :  NO SWIMMING.  UNAMIOUSLY PASSED  A formal letter to Selectmen regarding this motion will be sent .

 

 

Director’s Report – Brett MacGowan

Earlier this week, there was a problem with Community Center.  Alarms went off  which needed to be handled by Fire Department.  Temperature reached 154 degrees in attic.  There were never installed any exhaust fans.

 

Paul Spender, facilities manager for the Community Center  was recognized by doing a great job .for making a difference in controlling the energy levels for the building and saving the Town money.

 

Brett (this being his first week) is trying to get accumulated to the building and the policies of the Rec Dept.  The constant theme was to increase programs and the amount of people utilizing these programs.

 

All rental fees go to DPW .

 

The Recreation Dept is responsible for scheduling the 2nd and 3rd floors.

Council on Aging is responsible for scheduling the 1st floor.

 

There was discussion on fees and Brett presented a Recreation Program Analysis Sheet.  Brett will further investigate on how to keep fees reasonable and lr look at ways to lower instructional costs.

 

Rec Advisory meetings will  be monthly and hopefully can have a 30-60-90 day agenda.

 

Brett listed out his various goals that he would hope to accomplish by the end of June.

 

There was also discussion of the Pavilion at Memorial Beach.  A bid was rewarded for renovation of the structure.  The contractor has under- delivered and overbilled.  Brett was going to have a conversation with the contactor.

 

 

.Community Center Renovation Update –  Steve Lesco

Last week had a issue with building.  Alarms went off due to high heat in attic of building.  Temperature reached 154 degrees.  Electrician has been contacted to look at putting in exhaust fans.

 

 

Lakeview Street Property Reuse Committee Report –  Gary Bluestein

Both  new septic systems are almost installed.

 

Both rental programs are set for the summer beginning at the end of the month.

 

Town is investigating the use of the facilities.  The property is currently being managed by the committee.  In the future the committee would like to turn the managing of the property to the Town.

 

 

Report on Open Space Committee – Fred Benjamin

Collated all data from survey.

 

Currently putting together the narrations on how the state applies.  Hopefully, this  will be completed within the next 2 months.

 

Old Business

Still waiting for the extra trash containers that were requested for Deborah Sampson,. Need 1 trash container at each dugout.

 

New Business

Fencing around lake surrounding Memorial Beach was discussed.  It was hoped that the installation would be complete by the opening of the Beach (June 22).
